In most democratic countries we have the all powerful Prime minister & working with him is the cabinet of ministers. Each minister carries a different portfolio with responsibilities relating to certain areas that combine with rest for the growth & benefit of the nation.
If you think they ( the ministers as individuals) have power, you are likely to be wrong. However if you think they are part of the cabinet and hence have the power , then you are right.
Now use this as a reference to understand the various God & Goddess forms of Devi & devtas. If you understand that they are the extension of the supreme power and can help me reach the the almighty then you have it right. But if you think the deity is the supreme power you are bit away from the right.
